Establishing the University of Oregon Emergency Management and Continuity Program

Staff members at the Oregon Partnership for Disaster Resilience (OPDR) and graduate students from the Community Service Center's Community Planning Workshop (CPW) completed work between 2004 and 2007 that laid the groundwork for the establishment of the Emergency Management Program. In 2005, OPDR and CPW staff members led the development of the University's Emergency Operations Plan (EOP). These two planning efforts led to the development of an Emergency Management Business Plan that outlined the need for and laid out a plan of action to establish a permanent Emergency Management Program on campus. Following several successful department-level continuity planing efforts, in 2011 the Program was also charged with leading enterprise-wide continuity planning and thus became the University of Oregon Emergency Management and Continuity Program (UOEMC).
