Andre Le Duc’s professional and applied research is focused on the development of community and organizational resilience. He employs a collaborative multidisciplinary systems approach that focuses not only on preparing the community or organization to respond to crises and disasters, but also on identifying opportunities to mitigate risk and prevent loss for all types of events, crises, or disasters – regardless of size and complexity. Le Duc is the founding director of the UO Emergency Management & Continuity (UOEMC) Program. Le Duc developed and manages the national Disaster Resilience University (DRU) Listserv. Prior to working as a senior administrator for the university, he served as the founding director of Oregon Partnership for Disaster Resilience (OPDR) at the University of Oregon’s Community Service Center. OPDR is an applied research center and coalition of public, private, and professional organizations working collectively toward the mission of creating a disaster resilient and sustainable state. OPDR is nationally recognized by the Institute for Business & Home Safety (IBHS) and received initial funding from the Public Entity Risk Institute (PERI). Le Duc has a proven history of working successfully with executive leadership, emergency services and risk management professionals, academics, and private-sector representatives on diverse and complex hazard and risk-related projects and policy issues.

Krista Dillon, Senior Planner

Krista Dillon has served UOEMC as the UO's Senior Planner and Emergency Planner/Response Coordinator since March 2008. Her work includes coordinating Incident Command System (ICS) trainings and maintaining and updating campus plans, including the Emergency Operations Plan and the Natural Hazard Mitigation Plan. Dillon is a certified ICS instructor. Dillon's research interests include creating integrated, holistic emergency management programs; improving risk perception through public involvement, education, and outreach; creating more disaster resistant economies; and building capacity to address emergency management issues. In 2002, Dillon was selected as one of two Community Planning Fellows with the Federal Emergency Management Agency. Dillon has a Masters in Community and Regional Planning from the University of Oregon.
Emma Stocker, Emergency Management Specialist

Emma Stocker has a background in natural hazards planning, public policy, public involvement, and social research. Prior to joining UOEMC, she was an analyst and assistant project manager at ECONorthwest, an economics, transportation, and planning consulting firm. Her projects included the development of an updated Natural Hazard Mitigation Plan for Washington County, Oregon, and a Risk Assessment and Continuity of Operations Plan for Garfield County, Colorado. Stocker also assisted in the development of a Natural Hazards Informer (a publication of the Natural Hazard Center at the University of Colorado, Boulder) that focused on transportation and hazards resources. Prior to her position at ECONorthwest, Stocker worked at Metro, the regional government for the greater Portland metropolitan area, where she served as an interim policy coordinator and supported several elected officials with policy development and community outreach. Also, in 2006-2007 Stocker completed extensive research on the social and political mechanisms of recovery in post-Katrina New Orleans.
